Marcus Wirowek – Intervention Specialist at FCMAT

Marcus Wirowek is an Intervention Specialist (Management Consultant) at Fiscal Crisis & Management Assistance Team (FCMAT).  

FCMAT was created by Assembly Bill (AB) 1200 in 1991, and its primary mission is to help California’s local K-14 educational agencies.   

Mr. Wirowek, Organize and participates in AB 1200 and AB 139 reviews, comprehensive assessments, technical assistance, fiscal and operational area assessments, and interventions.  

Prior to joining FCMAT, Mr. Wirowek worked as Senior Director of Human Resources at Riverbank Unified School District, and is also Adjunct Assistant Professor at the University of Southern California. 

Mr. Wirowek holds a Bachelor of Science in Human Resources and Operations Management, and a Master of Business Administration from the California State University, Stanislaus.   

019 – Change Agents – Arlis Reynolds – Costa Mesa City Council Member

Council Member Arlis Reynolds was elected in November of 2018 to represent Costa Mesa District 5, one of two westside Costa Mesa districts. She is the first person elected to represent District 5 as part of the City of Costa Mesa’s historical first District Elections and was sworn in on December 4, 2018.

012 – Change Agents – Mario Cuevas Zamora, Mexican Consul for Orange County

For the past 35 years, Consul Cuevas has held numerous positions in the Public Sector of Mexico, including the International Affairs sections of the Ministries of Labor, Planning and Budget, Communications and Transportation, and Foreign Affairs.

As a 25 year member of Mexico’s Foreign Service, he has held posts at the Permanent Mission of Mexico to the United Nations and Other International Organizations in Geneva, Switzerland; was Deputy Commissioner of Mexico for the 1986 World Exposition in Vancouver and Director of the Mexican Pavilion. In Montreal, Canada, he served as Mexico´s Deputy Permanent Representative to the International Civil Aviation Organization (ICAO) and at the Mexican Consulate; also served as Head of Consular Protection at the Consulates of Mexico in San Diego, CA, and New York, NY; and has represented Mexico as a delegate in various bilateral and multilateral conferences. He took office as Consul of Mexico in Santa Ana on June 12, 2015.

Luis Trevino Garza speaks about his work as a Policy Manager at the Alliance for Financial Inclusion (AFI). AFI is an international organization that was formed in partnership by more than one hundred regulators and central banks in developing countries with the purpose of providing alternatives to traditional financial services.

Since 2008, AFI has been engaged in the exploration and promotion of innovative and successful financial inclusion policy solutions. While AFI’s working groups provide leadership and expertise in clearly defined traditional policy fields, the AFI network is constantly monitoring new developments and maintains a commitment to supporting financial inclusion efforts in emerging fields and regions.
